ISO 22716 comes up constantly in cosmetics sourcing conversations, but buyers are not always sure what it actually covers — or what questions to ask a manufacturer who references it. Here’s a plain-language explainer.

What ISO 22716 actually is

ISO 22716 is the international standard for Good Manufacturing Practice (GMP) in the cosmetics industry, published by the International Organization for Standardization. It sets out guidelines for the production, control, storage, and shipment of cosmetic products — covering areas like personnel training, equipment maintenance, documentation, quality control, and handling of complaints and product recalls.

What it is not

ISO 22716 is a manufacturing-process standard, not a product safety certification, an organic or natural claim, and not a substitute for the specific regulatory registration your target market requires (such as a cosmetic product notification in the EU or an FDA facility registration in the US). A manufacturer can follow ISO 22716 principles rigorously and still need separate, market-specific compliance steps for your product to be sold legally.

Certified vs. “in line with” — the distinction that matters

Formal ISO 22716 certification requires an audit by an accredited third-party certification body, and results in a certificate with a scope, an issuing body, and an expiry date. Some manufacturers instead describe their processes as being “in line with” or “aligned with” ISO 22716 principles without holding formal third-party certification. Neither claim is inherently better or worse for your sourcing decision, but they are different things — always ask which one applies, and ask to see the actual certificate if formal certification is claimed.

What to ask a manufacturer

A few direct questions will tell you more than the presence or absence of a logo: Is the ISO 22716 status formally certified or self-declared as aligned with the standard? If certified, who is the certifying body, what is the certificate number, and what is its expiry date? What does the manufacturer’s internal quality control process actually look like — batch records, stability testing, complaint handling?

Why this matters for a private label or bulk order

GMP practices directly affect batch-to-batch consistency, contamination risk, and how quickly a manufacturer can respond if something needs to be traced or corrected. For a private label brand, that consistency is what protects your brand’s reputation once the product is on shelf under your name.
